OFFER
for the Provision of SMS Notification Services
PREAMBLE
In accordance with Chapter 27 of the Civil Code of the Republic of Uzbekistan, this document constitutes the official written offer of LLC "Octotelecom" to all individuals and legal entities who are holders of bank cards of the "HUMO" payment system, to enter into an agreement for the provision of SMS notification services regarding transactions made via the "HUMO" payment system bank card.
1. TERMS AND DEFINITIONS
1.1. Bank Card — a payment instrument issued by an authorized bank participating in the HUMO Payment System (PS), enabling the Cardholder (DBK) to perform payments through payment infrastructures and according to the HUMO PS rules, as well as to carry out other transactions on the card account, as established by the agreement with the participant bank.
1.2. DBK — an individual or legal entity holding a Bank Card and using it under an agreement with the issuing bank, or a person authorized by such an individual or legal entity.
1.3. Service User (User) — an individual, including one properly authorized by the DBK, who has taken actions to accept the terms of this Offer and enter into the Agreement.
1.4. Mobile Operator — a legal entity providing mobile communication services in the Republic of Uzbekistan under the appropriate license.
1.5. Subscriber Number — a mobile phone number assigned to the User by the Mobile Operator during the term of the telecommunications services contract.
1.6. Content Provider — LLC "Octotelecom", a legal entity registered under the laws of the Republic of Uzbekistan, providing data transmission network services based on a license from the Ministry of Digital Technologies of the Republic of Uzbekistan.
1.7. Payment System (PS) "HUMO" — a set of relationships ensuring the performance of payments through the interaction of banks participating in the HUMO PS and/or payment organizations by applying the procedures, infrastructure, and rules of the HUMO PS.
1.8. Payment System Operator (NMPC) — JSC "National Interbank Processing Center", a legal entity ensuring the operation of the HUMO PS in the Republic of Uzbekistan under a license issued by the Central Bank of the Republic of Uzbekistan, facilitating the execution of payments, processing, and issuance of payment and information messages via the HUMO PS infrastructure and rules.
1.9. SMS Service — a service provided by the Content Provider involving the sending of short text messages (SMS) of a notification/informational nature to the Subscriber Number linked to the Bank Card, containing information about transactions made via the Bank Card under the conditions of this Offer.
1.10. Restricted Information (RI) — personal data recorded on electronic, paper, or other tangible media, information related to a specific User or allowing their identification, as well as information constituting the User's banking secrecy.
1.11. Processing of RI — actions by the Content Provider as defined in the Laws of the Republic of Uzbekistan "On Banking Secrecy" and "On Personal Data."
